Live Multicasting

In Real server multicasting doesn't really work the way it's intended unless everyone everywhere across the Internet is setup to multicast (all routers should support multicast). So each user shuld be provided with an unicast stream. Its very expensive.

Does Flash Media Server allow multicast mode over Internet (not a private network)? If yes why is it possible?
