Live streaming: why two different bit rates?

The article Live dynamic streaming with Flash Media Server 3.5 mentions two different bit rates for each video size type.

But why? Are these bitrates related to different compression ratios? And if so, why exactly two?

    Hi,

    Thanks for your interest in FMS.

    The bit rates mentioned in the article are only recommended values and hence more than one value(s) are mentioned that are good to use for that particular video size and aspect ratio. The bit rate is not related to the compression ratio and depending on your bandwidth availability/limitations, you can as well use less/more bitrates.

    How is that possible? If the resolution and frame rate are fixed, then how can the bitrate be changed other than by adapting the compression ratio?

    Compression ratio is dependant on the bit-rate.

    Higher the bitrate -> Lesser the compression -> Better the quality

    Lesser the bitrate -> Higher the compression -> Not so great quality
