NetStream.Play.InsufficientBW warning

Thanks for replying me , I have posted many queries in this forum, i am not getting replies , i thought i will not get reply for this also, at last i got, Any way thanks once again.

I am using Flash Media Server,
I have to develop videoconference application, as i have got problem with videoconference component,
I have not used Video conference component, instead i have coded for it.
when each user logs in i have created videowindow one for each existing user.
The owner of the window will publish, and he will receive other players streams in thier respective windows( which i have duplicated for each user).
and to set the bandwidth i have used the setBandWidth component. at runtime when this component is loaded at that time only it is setting the bandwidth and when user is changing the band width it is not responding.
I dont know why,
I have used chat component it is working fine.I am getting problem with setbandwidth.

When a user is publishing , The other users who are receiving getting the NetStream.Play.InsufficientBW warning.
