Networked Webcams

The city of virginia beach is trying to show live web cams at our aquarium using flash media encoder. We have run into an issue because apparently media encoder will only recognize video devices that are plugged into the computer where media encoder is installed. Can someone please tell me if there is anyway to stream live web cam feeds through media encoder when web cams are accessed through ip address and not part a physical computer? Is there other software that might do this? Is there something I can do with a config file. I am new to all this so please pardon my lack of knowledge when it comes to live streaming.

    Thanks for the reply. Yeah I am finding out that the way we have configured our web cams was probably not the best way.
