No streaming, bandwidth funnels down in publish stats below requirements no matter what they are set at. internet speed is not the issue. HELP?

my camera feed is not streaming. everything, to my knowledge looks right other than in the publishing stats.. it shows the bandwidth creeping below requirement even if I cut the bitrate and frame rates down.

I did a speed test : internet pushing close to .7mpbs upload speed.

I have attached screenshots.

This feed is published on a 3rd party site and they say it is not a issue on there end (media server. )

I'm sure its just a simple fix but I'm not a wizard at this stuff so I'm glad I got this far with camera streaming venture. thanks in advance!
