Restart vhost from FMS3 Admin not working

If I create a new vhost and go to the FMS3 admin console and try to restart it, I get the error "Failed to restart virtual host domain.com". I have to actually restart the server from the prompt once or even twice sometimes and then it seems to work fine. Consequent attempts to restart the vhost work fine after the server is restarted. This was not an issue for me with FMS2. I would create a new vhost and the restart vhost button would work fine.

I don't like having to restart the server manually because there is usually a live stream in progress. What could be causing this behavior? No errors are recorded in the log files for the vhost.

    Correction: I don't need to restart the server more than once. Once does it. But it's still a mystery why FMS3 doesn't load new vhosts without a restart!? Restarting the server breaks ongoing broadcasts. We are forced to restart FMS3 multiple times every day because of this bug.

    I am also having the same problem. I cannot restart the server from the command line following the adobe documentation as well, so I am very hesitant to perform a resart from the admin console.
