SIP Refer with FMG

I have set up the developer version of the Flash Media Gateway, and it is working great,  however when I receive a SIP refer message from the Gateway,  the Gateway does not seem to deal with it properly (the line goes dead). Is SIP refer supported in FMG?  If so,  any idea on how to get the refer working?

Currently, Flash Media Gateway doesn't support receiving REFER and these are not included in allow header.
