Streaming without an Flash Media Live Encoder?

Is it possible?

I have an external encoder that encodes to MPEG-4/H.264 over RTMP/TCP-IP/HTTP and so on.  It allows client connection through its internal wb server but I want to use it to point to or through the Flash Media Server.  Is this possible?

When people make there own flv player are they still using encoding software?

by the way this is live streaming.

FMS will accept a stream from any RTMP publishing client, provided that the protocol is properly implemented and the application supports any client authentication requirements implmented on the server side.

I'm not sure about your second question. The encoder (the publishing client application) and the player are separate from one another. (or did I misunderstand the question?)
