Unable to login to FMS console, FMS 4.0

I have had no problems logging into the administration console in the past on a windows server.

I have tried the original passwords with no success.

I have made sure that both the fms server and admin server are started in services.

I have changed the fms.ini files username and password (using notepad) and saved the old fms.ini files elsewhere.

I have restarted the services and still cannot log in.

I have used both localserver and the IP address.

I am not sure what else I can do. Any help will be appreciated.

which version of FMS 4.0? AMS has been using encrypted passwords for sometime now...Plaintext passwords are not longer supported.
