whats the best way of delivering high quality Flash on web?

Hi Folks,

I do short ads on Final cut pro and i need to load them to Flash comm server. I tried all posiblities but i dont get high quality videso like the ones you see on yahoo and the rest.

I would appreciate if you can let me know whats the best practice in steps.

By the way I have Flash 8 and dreamweaver 8

    Encoding is one factor.
    What are your encoding choices?

    If the video is jerky, could be bandwidth and latency issues.
