Where is documentation for allowedHTMLdomains.txt ?

Hi there,

I've been having troubles finding documentation on how to use these 2 files:

allowedHTMLdomains.txt

allowedSWFdomains.txt

Can someone point me to some documentation?  I'd need some background about how they work.
