Photoshop API Quota Increase Limit

Hello we are trying to apply to increase our photoshop api/ lightroom api quota increased. However when trying to access this link "https://developer.adobe.com/photoshop/api/pricing/" We get 404 Error. Who/ where can we contact to have our api quota increased? Thank you.
