Questions about Lightroom SDK.

I'm working on developing a Python program that meets these requirements:

Is there a way to automatically read XMP files and apply filter effects to photos uploaded by users without using Photoshop or Lightroom software?

I looked into the Lightroom API on the Adobe site for this purpose, but I got a message from adobe, that it's only accessible to enterprise users with ETLA contracts.

Is it possible, then, to create a similar program using the Lightroom SDK, which is accessible to general users?
