Unable to open empty user password protected PDF

I have generated encrypted PDF with user and owner password in Java.  Even though both passwords are empty, PDF is asking for password to open PDF.  I have followed 3.5 Encryption section from PDF 1.4 Reference document.  I am unable to pin point whether it's encryption key issue, password encryption or how data stream is encrypted.

Acrobat blocked users leaving both passwords blank many years ago.  Don’t know at what level that is Enforced. Pretty pointless to have both blank if it worked....

I tried with owner password and no user password.  It is still asking for password when I try to open document.

Is it required to use RC4 from RSA security?  I am using another available library and I wonder if that's causing the issue.

How does Adobe Reader decrypt the file?  I followed PDF 1.4 manual to validate data and as per the result it should work but that's not happenning.  Is there any other instructions on how to verify user, owner and encryption key?   Thanks.
