Access to font library for device license

I am wondering what the options are for schools that use a device license setup in order to access the adobe font library. Having an Adobe account does not comply with our states Ed Law 2D requirements, so what is the solution to accessing more fonts? Can the system admin for the school access and install them? 

Please help. I saw posts about this a few years back. I am hoping there are more options now.
