It's a bit above average for freeware - Ray Larabie's work. The spacing and outlines are poor, but they could be worse. Character set is incomplete even for basic WinANSI or MacRoman. But it could be much worse....

Just looking at it, it's a rather poorly designed with some unattractive letters. "Dream Orphans", for better or worse, seems to be the match. In a comparison search at myfonts.com for similar fonts, nothing came up that looked remotely like it.
