Yes, you manage your Typekit account from typekit.com; there isn't any application to install on your computer.  This help page shows how to select fonts and add them to your webpage:

> Is TypeKit the system which can download with files?

At this time, our fonts are only licensed for web use; we aren't able to give you a version to download and use on the desktop.

We're starting with 175 font families from many top-tier foundries. You’ll be able to sync them to your desktop and use them in all your applications for web mockups, print design, word processing, and more.
