ATM 4.1: "Unable to write ATM registry database"

Googling turned up one hit:

Even after adding the registry keys specified, this still doesn't work.  I do not see any ATMREG.* files in C:\Windows  Searching for them turned up nothing, so I guess they've been renamed or this registry database is something else now.  I need to know what else ATM is trying to write to.
