Make cyrillic version of adobe font

Hello. Our client would like to use Minion Black for his Online project.

The problem is that Minion Black does not have a Cyrillic version. The client has professional resources to create the cyrillic version himself and use it exclusively only for this particular project. He has no intentions to sell it or gain any commercial profit out of it. Is he allowed to do this? And what kind of licence should he get? Thank you.
