A couple of people have pointed out that most people are unable to post messages via the newsgroup or on the Web. We're looking into this, and I hope to have this resolved by Monday.
To create new threads on the Web interface, you should see an "Add Topic" link.
It appears that you *can* currently reply to existing threads.
