PDF white space

Hi, My company has a self made software that is a template to make reports.  The templates allows the uploading of photographs and entering of test fields.  The output is a PDF.  Unfortunately, the PDF leaves large amounts of white space because of set page breaks.  Otherwise the images can be cut in half or the text fields split.  In preview inside our software the reports looks fine.  A 7 page report can turn into a 14 page PDF because of the white space. Is there a way the have the PDF resize the photographs to eleimnate the white spaces?  See that attached "Keith BART.pdf.  Thanks, Keith

    When a PDF is made, the exact size and position of everything is already fixed. It's can't be tweaked to reflow like a Word document. So, if you want things positioned or scaled separately, this must be done in the PDF generating software (Skia?) The question needs to go to the maker of the PDF generator library.
