A multilingual version of Times is available from Agfa Monotype as "Times New Roman", a TrueType-flavoured OpenType font. It ships with Microsoft Windows 95 and above (recent, updated versions are available with Windows XP).

A multilingual version of Univers is available from Bitstream as "Zurich WGL4 BT", a TrueType-flavoured OpenType font. It can be purchased online at:
http://www.myfonts.com/fonts/bitstream/packages/10648/
It contains Western, Central European, Cyrillic and Greek characters.

Unfortunately, the 67 style (condensed bold) is not available in the multilingual version.

Please note that this forum is about Adobe OpenType Font Development Kit, not about OpenType fonts in general. I suggest using forums such as:

http://www.myfonts.com/FontForums/
or http://typophile.com/forums/
