Accessibility settings for reading out text inputs

Hi there,

I have made a PDF with a combination of text (h1, h2, p, etc.) and form text inputs. The inputs are dynamically populated on the server side. The goal is to have the PDF accessible but when I test text-to-speech (i.e. Mac voiceover) the prepopulated inputs are not reading out loud in the reading order.  The tags and reading order look correct but nothing I try to make the inputs readout load.

How can the PDF inputs be optimized to be read out load by accessible technologies?

I am using Mac voice-over to test the PDF. When voice-over reads the PDF it skips over the inputs (do not read out loud). Even when I try tabing through the inputs they do not read out loud.
