I need to post transcripts from a conference to a webpage. I'm posting them as a pdf. But I want to make sure that the text will be scalable for readers who are visually impaired - scalable up to 200% of the original size of the text. I have seen questions about how to scale the text size of a pdf doc in order to print it larger, but don't see anything about whether or not I can post a pdf doc to a page that can be scaled in a user-friendly way for people who are visually impaired. I don't want to post the entire transcript in a larger size. I just want to make it available to be scaled up for people who may have this need.

Make sure the PDF conforms to WCAG 2.0 and preferably to ISO 14289. Text will scale just fine - provided it is real text, not an image of text. If you are working with an image of text, OCR it first.
