Please try to remove the application using the Acrobat Cleaner Tool Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs , Reboot the computer and reinstall the application using the link Acrobat download and installation help

If  you delete or disable any component it may stop working, everything has a reason. Suggest you do a Repair. But, what do you mean “portable”? Did you install “Acrobat portable”?

Yes, I tried the acrobat cleaner tool already and redownloaded with same issue.

Portable as in the portable verison, Adobe Acrobat Pro DC Portable

This is not Adobe’s software. It is an unauthorised copy and likely to contain malware. To run your Acrobat DC subscription you must use Adobe's own download. It is not portable.
