Acrobat Reader says fillable forms are read-only (on mobile devices)

I created a fillable form in Acrobat and it works perfectly on computers. When I open the form in Acrobat Reader on a phone or tablet, click on the pencil icon and select "Fill & Sign", I get a message that the form is read-only. What is the reason for this and is there any way to correct the problem?

The form is password protected against editing, not against opening or filling. When I open the form in Acrobat Reader on a computer, it does not ask for the password to open or fill or save. When I open the form in Apple's iOS (or Google's Android) built-in PDF reader on a phone or tablet, it does ask for the password. When I open the form in Acrobat Reader on a phone or tablet, it does not ask for a password, it just says that the form is read-only and won't let me fill it in.

Remove the password protection and you can use it in Acrobat Reader on a phone or tablet.

I still do not understand why the security settings on a phone or tablet differ from those on the computer. Attached is the Security Settings window for the form, showing that filling in the form is allowed. The only actions requiring a password are changing, assembling, or commenting on the document. Removing the password did enable filling out the form on a tablet or phone, but it also enabled changing the form itself, which I did not want.

That's how the mobile app works. I don't say this is a good thing, but you will need to remove protection to use it on a mobile device.
