I know this kind of question has been posed before, but I assume its cause is different depending on the make of your computer.
Is this accurate? Is Acrobat actually taking up 21GB on my laptop? (Win 8.1)
Will it go down to a more managable size if I uninstall and reinstall, and will I lose anything important? Or is this simply a display error?

No it doesn't. Windows installation “space” is grossly wrong! Acrobat takes somewhere around 2GB at most. You need to check the amount of space taken by C:\Program Files (x86)\Adobe\Acrobat DC. That is the real amount of disk space used by Acrobat.
