Adobe XI had a nifty utility called Form Central. Creating forms was really quick and easy. Does Acrobat DC have a comparable alternative for creating forms?

No. Just the built-in tools to add form fields and the fields detection wizard. FormsCentral has been discontinued as a service, so the app is no longer bundled with Acrobat, either..
