I've looked at all the posts and their answers. It's very frustrating. I've done all the suggestions. Still no scrollbar. If I adjust the page size manually -- pull it in or out -- the bars appear for a few seconds then disappear. I can't grab them.
I cannot scroll up/down or side to side. Mac Ventura. Acrobat Pro version 2023.006.20320
Any other ideas or will there be an update to fix?

Finaly fixed in the latest February update!
There is a new Preference under Page Display: Always show Scroll bars!
And also set the preference to Enable scrolling under Page Display, Page Layout, and the we are finally(!) good to go!

Thanks for the work you did with this.
The thing is, when I view a document like your 2-page doc, I don't have the scroll bar. But I guess this is because you have continuous scrolling enabled, and not single page view.

Agreed. I've had no trouble with seeing the vertical scrollbars when viewing in Single Page Continuous or Two-Up Continuous...but that's not what I'm looking for. I'm looking for a return of the scrollbars when viewing in Single Page and Two-Up (where scrolling is supposed to jump from spread to spread, not scroll up and down a page).

I could be wrong, but I suspect from looking at your two-page screenshot, you are using a version of Acrobat Pro that is much earlier and still has the scroll bars in place – a version that I have to use all the time now and put up with the constant barrage of "Upgrade" announcements that stop my work. The new versions have all the tools in quite different places in the window, which means re-teaching the old muscle memory actions as well. But it has been a while since I actually tried upgrading, as I cannot afford the wasted time of going back to the version I must use at this time. (See mine about scrolling up and down 600 pages checking Endnotes and refs and proofing correx, etcetera.)

But think of the fun the engineers have with "upgrading" and "improvements" that create the huge waste of time and frustrations you mention. they do have to justify their jobs, after all. It's just that listening to the customer base isn't part of them.

I don't use Acrobat on an iphone. I use it on a desktop like normal people. I know this whole scroll bar issue was to cater to iphone and mobile users, but by doing so, it alienated those of use who use it daily and have deadlines. I use a Wacom pen and scroll bars are the only way I navigate my apps. Without scroll bars, it is like driving a car without a steering wheel.

Is that it? I wondered what possible justification there could be for deleting the scroll bars. But even on a phone wouldn't it be necessary to move around a page?

If you have tried Frans v.d. Geest's "Correct Answer" above and it is still not working, I suggest trying the following. Even if it is not a true "Single Page View", it finally lets you grab and drag a scroll bar when on any page:
(1) Go to "Accessibility" in Preferences.
(2) Go to "Override Page Display" and turn on "Always use Page Layout Style".
(3) Then choose "Single Page Continuous" from the dropdown.
(4) Changes will not apply to already open documents, but after you close and reopen or start a new document, you will see the GRABABLE scroll bar where it always was in the glorious days of yore... See the screenshots below.

But wait, there's more... If what I described above still doesn't work – as it didn't after my IT man reinstalled Acrobat to try to resolve another issue, then do all of that above and Frans v.d. Geest's "Correct Answer" as well, and then you will notice a drop-down at the right-hand bottom that looks like a page, and lo and behold, there it is all over again. I had to click on the various ones shown below BEFORE I could get my scroll bars back even after what had worked for me above...!
