I am trying to edit text on a simple photo. The text is clear. Adobe OCR fails to do it properly, Adobe OCR part deletes original text and superimposes new text in a different text form.
Please inform me if it is possible for Adobe OCR to work well.

Can you share a screenshot please?
Be aware that if you have text directly over an image (as opposed to text over a constant shade).
For example, if your text is like the top text, there is no way on earth any OCR program can capture that text. The bottom one is a piece of cake. Well, mostly. it also depends upon the resolution of the image as well as the size of the text and the nature of the font used (e.g., handwritten text is very very very hard while standard text is much easier).

Ty. I am trying to change the date on an old university ID. I don't want to share the image for privacy concerns, though it is just a normal ID. The text is clear on simple blurry white background (blurry because it is a photo).

There is no OCR in Adobe Reader (Acrobat Pro only).
A photo is a bunch of unintelligible pixels that doesn't contain text, so you should use Photoshop instead.
