As-is, for PDF, Google Translate is recommended by Adobe https://www.adobe.com/acrobat/hub/how-to/translate-a-pdf
This is restricted because Google is not company approved vendor.
As globalization becomes trend, is it possible to have either a Adobe (company approved vendor) and/or Microsoft solution?

That's not an Adobe question. Adobe (as you say) don't offer this service. They aren't likely to, it costs billions of dollars to make a translator.

Rather than asking Adobe to come up with a translator, I would think those enterprise users who is restricted from Google would have a clearner solution than Export to Word for translation. Microsoft Power Cloud can be built by anyone who have minimum programming skill. Unless there is copyright issue with using someone's Flow I am not aware of, am I re-inventing someone else's wheel ? ? Also, since this is not my primary responsibility, I want to do it but should wait until this becomes my primary responsibility..
