Annotations not showing in the Comments

I am working with a PDF file edited by another user. The other user made many annotations using the Comments feature. I can see many annotation marks in the PDF file, but only one of the annotations is showing in the Comments tab. If I hover my cursor over the annotation marks, nothing happens--it's as if the document were flattened somehow. Has anyone seen this before? How can I instruct the other user to fix the file so that I can see the Comments?

If it was flattened, there's not much that can be done unless they have a copy of the file before it was flattened. Are you able to select the annotations on the page using the Hand tool?

No, the hand tool doesn't do anything to the annotations, just moves the page. I didn't even know that it was possible to flatten a PDF file so that the annotations are inaccessible. Thank you!
