I have adobe standart version 9 and i want to upgrate to adobe dc 2015.

Yes, the answer is correct. Acrobat 9 is too old a version to qualify for upgrade pricing.

The rules vary but for recent versions of Acrobat eligibility for a discount has been two versions back. So, when version X (10) was current there was a discount for 8/9 and when XI (11) was current there was a discount for 9/X. Now there is a discount for X/XI only.
Adobe are moving to a subscription model including all upgrades. Note that the subscription model is well ahead of the permanent license DC (2015) for example there are no tabs in the permanent version.

Yes, I'm sure. There is indeed an upgrade license, but it only applies to some recent versions (typically the last two before the current one), not to any previous version.
