Can not create pdf from any image format

I want to convert my images and scans to PDF, but Acrobat won't read any image format. I tried creating single file, multiple files, and clipboard, I tried using  .jpg, .png, .tif, and.PSD and none of them worked. Acrobat either says the file is not supported or the file skipped because encountered an unidentified error.

How are you trying to open the images? Try File> Open> Show: All Files, save as pdf.
