Can you set different security settings within a single pdf?

I need to save a 400+ fillable student manual while only allowing the students to print certain pages.  How can I restrict printing on most of the manual while allowing printing only for certain pages?

You can use OCG Layers to create non-printable pages. Then add security to the PDF so users can't get to the Layer settings.
