Can you set guides in Acrobat Pro at a specific measurement?

This would seem odd if its not possible and I'd like to know why its not implemented by Adobe if so...but can you set margins at a specific measurement? Like a tool where I select a guide and type in a number like .3125. Thanks!

You can show the coordinates of the guide as you move it around- View> Show/Hide> Cursor coordinates, and if you zoom in, you can increase the accuracy. You can drag the coordinates panel around your screen.

I don't think you can position the guides by number, or use snap-to, like you can set margin guides in InDesign, although it might be scriptable. You could make a feature request here:

Feature Request/Bug Report Form

Acrobat is not considered a layout tool, so your request may go unanswered, although I like your idea.
