Change color of sticky notes

How does one change the color of sticky notes? Obviously a useful feature, to distinguish between commenters, but searching for "change sticky note color" or "change comment color" has no results. A couple of menus have mysteriously appeared and disappeared, and I can't find them again. One was a slider which I used to pick a nice color, but it had no effect.

Right-click on a note, and choose Properties.  From there, you can make all sorts of customizations... and then check the Make Properties Default box if you'd like all of yours to look that way from then on.

When I right click on a note, I don't get a Properties option.
