It is important to realise that Chrome and FireFox include their own PDF viewer, with no connection to Adobe's Acrobat Reader. It may be limited, work differently, or have bugs, but these are nothing to do with Adobe.

Thanks for sharing the PDF for testing.

I was able to fill up the form in Arabic on Macintosh, using Acrobat Pro DC and Acrobat Reader, and successfully as well in Safari browser. It could be related to Acrobat language settings. I'm sharing my Acrobat language settings so you can try it on your machine too.

Note. Make sure that your OS has Arabic Language support, it is not enough to have Arabic keyboard input option.

Thank you for your reply, I am not looking to configure my acrobat inorder to fill the form , this form is going to be used for public in a public web site so it should be compatible and to be run from the explorer and i need to know whats the solution to make it work for all platforms or at least for chrome. and i cant understand why only chrome shows the arabic disjointed like this . is there  anyway to add some support configuration for the pdf file so it can support chrome ?

By the way i have the same configuration as you do and my os support arabic, tried that on mac , on windows 10 and the win support arabic and utf coding.

Regards

There are countless different PDF viewers. Each one may have bugs and limitations. The PDF viewer in Chrome is created by Google and you should report this problem to them. Bear in mind that many PDF viewers cannot fill forms at all, or may leave them broken.
