I do not have Acrobat, but my subscription does allow me to use Adobe Express and there is a Combine PDF and an Organize PDF function in this. I can load all my PDF pages into the Organize PDF and move them all around. Then I check the box to select all the pages I want and click download. The little "waiting/processing" circle wheel spins and then goes away and then nothing. There is no download anywhere on my computer and nothing appears in my Creative Cloud files anywhere that I can find it at least. I also tried Combine PDF and uploaded the pages in the correct order as I went so I did not have to organize. Then I selected all the pages and tried the download for the combined file there as well. Same thing. No download. So I went online, found the Adobe Acrobat combine, and used it for one of the sets of files and it worked great. So I know it can be done and there is nothing wrong with the files. However, since I don't have Acrobat it only let me use the feature once and now it wants me to pay. I want to know how to use the combine feature in Express and if I am using right, where do I find the combined files?
The total number of PDFs I was trying to combine was 16 single pages with a total file size (adding up each one individually) of 65MB. I think there is a 100MB limit so I was not exceeding that.
I was using Google Chrome if that makes any difference.

Try the "..." (Print Download and More)
Select "Save a copy"
Try to download the saved copy through the "..." menu. (This worked for me).

This is a known bug in Adobe Express. You can Upvote and Comment to the product developers on User Voice.
