Comment Section Always opens in fillable form

My coworker made edits to a fillable form a year ago. Everytime I open the form the comments section loads after I try to start working on the form. How do I prevent this section from opening? It slows me down and it shrinks my view when using a laptop. It looks like it is some sort of tracked changes.
