I have communicated a lot with Adobe employees, and no one has been able to answer my discount given by Adobe for nonprofits. The employees don't know Adobe partners and know nothing about this.
The solution is to communicate with people who are already knowledgeable about the company’s work that Adobe works with

Hi,
You're probably having communication issues because you are mixing up things a little.
In order to understand what you're really asking, you need to re-phrase or re-define your statement.
You just don't claim a discount over Adobe Customer Care nor the Support Forums because these are not the places to do that.
First off, in order to receive a grant for a discount by Adobe you need to proove that your organization is indeed a non-profit organization.
Unless your organization meets the non-profit eligibility criteria as an applicant, you won't receive or be able to claim such thing.
Second, you talk about Adobe partners. Again, you're creating confusion.
The grantors that collaborate with Adobe are not really partnered directly eith Adobe, they are all partnered in Techsoup, which is where you go to in the first place to buy with an approved grant or non-profit qualifying discount.
All you need to know is here:
https://www.techsoup.org/adobe
At the end of that page, in the bottom left corner, you must change your region too.
These grants are not necessarily freebies or donations without a cause.
This grants are pushed by the hard working efforts of the Adobe Employee Community Funds grant making program and the active participation of their voluntary collaborators.
The main efforts are aimed to support social and econimic causes that impact communities worldwide.

In regards to Human Rights organization there is an eligibility criteria as lon as your organization doesn't belong to the UN.
You need to refer to this guidance: https://helpx.adobe.com/enterprise/using/non-profit.html
Specifically read this part :
A nonprofit and non-governmental organization in the United States must be a qualified 501(c)(3) public charity as recognized by the Internal Revenue Service (IRS). Outside the United States organizations must be qualified or registered as a public charity under the relevant local country’s laws (and where applicable hold a tax exempt certificate), or if no such local laws exist, then organizations must be the equivalent of a U.S. public charity.
You need to research this qualified 501(c)(3) public charity as recognized by the Internal Revenue Service (IRS)
And see what section 501(c)(3) of the IRS really means. You have home work to do reading all the fine print.
