Convert email with images to PDF and have images embedded, not as attachement links

Using Outlook 2016 (Office365) and Adobe Acrobat DC

 

I have an Outlook email (a) with an attachment email (b) that contains some images in the body. If I open the attachment email (b) and convert to PDF the images are added as attachement links, and not in the body (has little x box for image place holders). If I forward that attachment email (b) to myself (so I'm opening it directly from my InBox and not as attachement from email (a)) and convert to PDF the images are added in the body. I would like the images to always be in the body of the email in the PDF.

 

Does anyone know why this is happening and how to fix it? The work around is to always forward any attachment emails back to myself, but since I convert many PDFs in a day, if there's a way to fix this step it'll same me some time.
