I often read trade magazines that are protected. Unfortunately this seems to also disable bookmarks which I would like to use to mark up interesting articles. Could this feature be changed so that bookmarking would be possible in a protected pdf document?

No, it can't be. And adding bookmarks certainly does change the document, as they are a part of it. Sorry.
Also, keep in mind that it's not possible to add bookmarks at all using Reader, security policy or not.
If you want to let the users mark their spot on the file then you should allow commenting.

That should not be the case, unless the bookmarks are either not set up to do anything in the first place, or are trying to do something else beyond just change the page view.

I am only trying to bookmark a page fro easy finding but the add bookmark icon is dimmed. Below is the restriction summary.

Ah, so you're trying to create new bookmarks, not use existing ones... In that case it's not possible, as the security policy prohibits changing the document, and creating or editing bookmarks falls under that category.

Yes. I was just wondering if bookmarking could be "released" from restrictions, as that doesn't change the document but only helps the reader to find certain pages faster.

This is a trade magazine on work computer (Windows as can be guessed). And I do not own Android devices.

From a commonsense viewpoint, bookmarks do not change the document. It would be a significant improvement if user defined bookmarks could be enabled on restricted documents. Particularly for large reference documents that can have lifesafety value.
Perhaps reader defined bookmarks could be enabled outside of the "original document" portion of the file.
I find it odd that I can add comments, a yellow polygon to highlight part of the document, or even an opaque white polygon that effectively deletes text, yet cannot add a bookmark to quickly return to a portion of a "restricted" document.
