Creating a Hyperlinked List of Bookmarks in an Index, from Folders/Subfolders/File in a Root Folder

This is a long shot...
I have 100s of numbered documents in folders/subfolders, and an index in the root folder. Rather than hyperlinking each of the documents to the index individually, I was wondering if it is possible to automatically generate bookmarks in the index document, using the folders/subfolders/files in the root folder as the source. Making the documents fully navigable via the bookmarks section of the index.
Would it then be possible to copy this list of bookmarks across each PDF?

I've developed something similar a long time ago. It requires a very complex script, plus an Action that runs in Acrobat Pro.

I'm surprised there isn't an option for this as standard - it would be a very handy function.

We are currently combining the files, but this has two disadvantages:
1. The files can end up huge. This can lock a PC up quite easily
2. It ignores the folders, and only creates bookmarks for the files.
In an ideal world I would keep my tree of folders, subfolders in a root folder, and each of these documents would contain hyperlinked bookmarks to every other document in the tree
