Disable Page Scolling

Hi, I am new to Acrobat.. and subscribe to Acrobat Pro. Can anyone kindly assist how can I disable page scolling. I have create the "next button" but can still scroll using mouse or laptop touch pad. My intent is to access one page at a time and use the next button to proceed. Appreciate any help!

This is not possible unless you make each page = a layer and the button uses the show/hide layer action.
