Disable scrolling in Acrobat

I'm working on a an interactive PDF with a navigation bar. I have disable the "click" to advancing to next page. However, I am able to still able to advance the next page with scrolling. I would like to prevent that from happening and allow the user to use the navigation bar as my only source of moving around.

Any suggestions?

You can't disable scrolling entirely, even if you hide the scroll bar.

There is 150 pages to the interactive PDF all driven by the navigation bar. I would like to prevent scrolling so every page is move through by interaction of the navigation bar. If I can't disable scrolling entirely, how do I disable it partly?
