How to disable Tools Pane in Adobe Acrobat Pro DC V21.007 from poping up ?

Hi Zillah,
sorry for the delay in response.
What you are referring to in the screenshot shared above is a comment-pane. We can control the commenting options from the Acrobat's preferences.
Navigate to Acrobat>Edit>Preferences>Commenting>Viewing Commenting> uncheck "Show comment pane when a PDF with Comments is opened">OK>close and reopen document.
This probably started appearing after adding one of the comment tool markups.

Hi Zillah,
Sorry to hear about your experience.
ToolPane cannot be disabled permanently in Acrobat DC. However, you can hide it by using the Arrow key on ToolPane window to hide it.
Next time when you'll open the Acrobat, ToolPane would be closed. As it would remember the previous setting.

All of the various panels on the right side of Acrobat are controlled by the little triangle that AkanchhaS mentions above. Click it to collapse the side panel(s), and see if they remain closed for future documents/sessions.

pdf document that I have got is a drawing plan when I finis a project I have to do a red line markup means strikethrough couple of words and stamp copule of pages ,,,,number pf pages around 35 pages ,,,,,,I am still facing the same issue !!!
Can modification of the document be a casue of this issue ?

The document would have no bearing on the panel on the right.
It's not a fix, but a really handy shortcut is Shift-F4. It opens and closes that Tools panel on the right. Much quicker than moving the mouse around to find the little triangle. Might work for you.
