I am creating a fillable form that we normally complete on paper. When completing the form on paper, if any changes are made to the data (i.e. I accidentally write down the wrong date and need to change it; or data changes to a new value) we are required to cross out the original entered data, sign and initial, and input the correct or new data.
On the fillable form, once a user enters data and the document is saved, the data can be changed at any time without a history of what changes were made. Is there any way to document changes made to a fillable form once a user has already entered data? It doesn't seem like we can use signatures to lock it because then the form can't be edited at all.

In theory it's possible to save a record of all the fields in the file when the document is saved, for example to a hidden text field or even to the file's metadata. However, if someone is willing enough they will be able to edit that record, too. So unless you submit the data to an external source, like a web-server, I don't see how doing so would provide any additional security.

You can in fact save the document as certified with form filling rights.
