Thanks in advance. I'm new at Adobe so this is probably a stupid question.

 

I want to make a master of a PDF that can't be edited. However I want people to be able to save a copy that unlocks the form so it can be fully editable to them. Can't figure out how to make this work.

There's nothing in the PDF file format that allows for that. You can set the file itself as read-only, but once it's saved to the local computer of the users they will be able to change that.

Alternatively, you can create a PDF and share the file using the downloadable link https://adobe.acrobat.com/. That way, users can download and change the form if required, but it won't affect your original file.
