I am looking for some software to edit PDF floor plans so I am able to add electrical key symbols such as sockets, switches and lights.

I seem to be going round in circles trying to find something to do this. Can anyone please help me??

Using Acrobat you can convert those symbols to Stamps and then apply them to your file.

Use the Stamp tool to create a custom stamp from the images of the symbols and then apply it to the page. It's really quite simple...

You may struggle to find this. It isn’t an intended use of PDF. To edit plans you should use the original file and original app.
